Columbus Ballot Includes Two Council-Reform Charter Amendments; Issue 9 Would Grow Council to 13

Columbus is a city in Franklin County, Ohio. The Columbus Dispatch reported on October 13 that Columbus voters will decide two related city charter amendments at the November 3 election. Issue 8, submitted by citizen petition, would limit voting for the nine district council seats to residents of those districts, replacing the current citywide vote. Issue 9, placed on the ballot by the City Council, pairs district-only voting with new at-large seats: two to be elected in 2027 and two more in 2029, transitioning the council from nine to 13 members, with at-large members serving four-year staggered terms. The package also provides for a 2027 redraw of the district map, raises the maximum population variance between districts from 1 percent to 7.5 percent, and requires district candidates to have lived in their district for at least one year before the primary.
