LA VERNE — The City Council of La Verne, a city in Los Angeles County, California, held its regular meeting on the evening of Oct. 19 at the council chambers at City Hall (3660 D Street), with Mayor Tim Hepburn presiding. According to the city's meeting wrap-up (Wednesday Wrap Up) released Oct. 21, the council proclaimed Oct. 23-31 as Red Ribbon Week, with Young Marines member Ethan Dillon accepting the proclamation, encouraging residents, schools and community organizations to take part in drug-free living activities.
During presentations, the council recognized Maria Con, the YWCA Volunteer of the Year, for her dedicated service with the city's Senior Lunch Program, and University of La Verne President Risa Dickson briefed the council on the university's plans for the 2026-27 academic year. The Pledge of Allegiance was led by the family of Marine Lance Corporal Dylan R. Merola, and the council presented the family a certificate recognizing Merola's service and sacrifice.
On the consent calendar, the council approved the minutes of its Sept. 29 special meeting and Oct. 5 meeting; approved the register of audited demands totaling $3,121,123.58 for Sept. 28 through Oct. 11; approved a regional supplemental dispatch services agreement with the cities of Covina, Irwindale and Azusa establishing a reciprocal police dispatch staffing framework, capped at $30,000 per participating city per year; waived business license fees for vendors taking part in the University of La Verne Homecoming event on Oct. 23-24, expected to involve up to 20 vendors; and received and filed the 2026 legislative session report, under which the city took positions on 17 state bills during the session.
In a public hearing, the council adopted a General Plan Safety Element amendment incorporating the 2026 City of La Verne Local Hazard Mitigation Plan by reference, with California Environmental Quality Act (CEQA) exemption findings. The council also approved a side letter agreement with the La Verne Firefighters Association concerning paramedic certification pay.
The council adjourned in memory of two community members: Wayne Hurley, a 25-year La Verne resident who served on the city's General Plan Advisory Committee and as chairman of the Chamber of Commerce board, and Jeannette Vagnozzi, who began her career with the City of La Verne and later served as city manager of Upland; she passed away on Oct. 11.
The wrap-up also previewed upcoming community events: a Halloween Hop Dance for individuals with intellectual and developmental disabilities at the La Verne Community Center on Oct. 23 from 5 to 8 p.m., and Halloween trick-or-treating at Mainiero Square in Old Town La Verne on Oct. 31 from 1 to 4 p.m.; any fee arrangements are as announced by the organizers.
