Los Angeles County Holds Hearing on Cannabis Plan: Up to 90 Licenses Proposed for Unincorporated Areas

Wednesday, October 21, 2026 · City · GSM News

The Los Angeles County Regional Planning Commission held a public hearing on October 21 at the Hall of Records in Los Angeles to consider zoning changes and a final environmental impact report for the county's Commercial Cannabis Regulatory Program. Commercial cannabis businesses are currently banned in the county's unincorporated areas despite statewide legalization in California.

Under the county's published proposal, the program would set rules for retailers, delivery services, cultivators, manufacturers, distributors and testing laboratories, with a social equity component. License caps total 90: 25 storefront retail, 25 delivery, and 10 each for cultivation, manufacturing, distribution and testing, with no more than five storefront or delivery licenses in any one supervisorial district. Businesses would have to keep at least 600 feet from schools, parks, libraries and other youth-oriented sites, and storefront retailers at least 500 feet from each other. Both ordinances still require approval by the Board of Supervisors.
