Charges Filed in Death of Allison Lussier: Hennepin County Attorney Charges Charles Foss With Second-Degree Unintentional Murder

MINNEAPOLIS, Minnesota — The Hennepin County Attorney's Office on October 22 charged Charles Foss in the death of Allison Lussier in February 2024, with one count of second-degree unintentional murder and one count of stalking. Lussier was killed on February 22, 2024, and the case was submitted to the County Attorney's Office in June 2024.
Hennepin County Attorney Mary Moriarty said at a news conference that at the time of submission, the case file was deficient and did not support filing charges, and that further investigative work led to the charges filed today. The office said the decision was based on legal analysis of the collected evidence and the statutory requirement of proof beyond a reasonable doubt.
The Minneapolis Police response and investigation into Lussier's death was the subject of an audit ordered by the Minneapolis City Council. The case now enters the judicial process, and prosecutors released no further details. (GSM, based on Minnesota News Network reporting)
