Phoenix Housing Five-Year Report: 69,000 Units, Goal Met Five Years Early

Monday, September 28, 2026 · City · GSM News

Phoenix is a city in Maricopa County, Arizona. The City of Phoenix Housing Department released its five-year report on the Housing Phoenix Plan in late September, announcing that the city has created or preserved more than 69,000 housing units. That surpasses the plan's original goal of 50,000 units by 2030, reached five years ahead of schedule. Affordable homes grew from under ten percent of the total in 2020 to twenty percent today, and 835 mixed-income units are complete or under construction in the Edison-Eastlake neighborhood. The Housing Choice Voucher waitlist reopened for the first time in seven years, and emergency housing vouchers reached full lease-up. City officials credited public-private partnerships, zoning updates, and redevelopment of city-owned land for the pace of progress.
