EPA Proposes Approval of Maricopa County Air Quality Rule 204

Phoenix is a city in Maricopa County, Arizona. Maricopa County announced on October 6 that the U.S. Environmental Protection Agency has proposed approving the county's Air Quality Rule 204. Conceived by the Maricopa County Air Quality Department, the rule would give owners of non-road vehicles such as railroad locomotives and construction equipment incentives to upgrade or replace high-emitting vehicles with cleaner technology.
It is the EPA's second major county action in six months, following the proposed approval of Rule 205 for on-road fleets in April. Arizona emissions have fallen more than 70 percent since 1990 despite the population more than doubling, though the county remains a moderate non-attainment area under the 2015 ozone standard.
