Portland Council Approves Fuel-Reduction Plan for CEI Hub Safety

Portland is a city in Multnomah County, Oregon. Portland City Council voted on October 1 to advance a data-driven fuel-reduction program for the Critical Energy Infrastructure Hub along the Willamette River, paired with stronger safety and transparency rules. The hub stores and distributes about 90 percent of Oregon's liquid fuel on liquefiable soils, where earthquake, flood, fire, and rail risks have worried nearby neighborhoods for years. The amendments update zoning and public-improvement codes, expand neighborhood notice and review for storage expansions, and add reporting requirements. After more than a year of stakeholder input and a hearing with over 60 speakers, staff will now reconcile the package before a final council vote, aiming to gradually cut stored fuel and protect North Portland communities.
