San Diego Mayor Proclaims Local Emergency Ahead of El Niño Season

Friday, October 2, 2026 · City · GSM News

San Diego is a city in San Diego County, California. San Diego Mayor Todd Gloria proclaimed a local emergency on October 2 to prepare for a potentially very strong El Niño winter. The proclamation speeds contracting and clearing work as city crews remove sediment and vegetation from flood-prone channels in Southcrest, Encanto and Mission Valley. The move follows the governor's statewide emergency declaration in September. City emergency officials urge residents to know their flood risk, build a go-kit with documents and medications in waterproof containers, and sign up for emergency alerts. The city's new El Niño webpage lists sandbag locations and preparation checklists. Officials stress that work has been underway for months and will continue through the rainy season, with extra resources directed to vulnerable neighborhoods.

Preparations also include clearing more than 11 miles of storm channels, building sand berms at beaches and around Mission Bay, and reviewing evacuation routes; the City Council is set to vote on October 6 to ratify the proclamation.
