San Diego Releases Broadband Master Plan to Close the Digital Divide

San Diego is a city in San Diego County, California. San Diego has released a comprehensive Broadband Master Plan aimed at expanding high-speed internet access, improving affordability and advancing digital equity citywide. City data show stark disparities: in neighborhoods such as San Ysidro, more than 40% of households lack a broadband subscription.
Developed over about four years with a $500,000 State of California technical-assistance grant, the plan draws on outreach to more than 13,000 residents through surveys, focus groups, workshops and door-to-door visits. It prioritizes the communities left behind, explores public-private partnerships and puts municipal assets to work. The existing SD Access 4 All program continues to offer free Wi-Fi at over 350 locations, low-cost computers for eligible households and mobile-hotspot lending through libraries.
