Newsom Signs Executive Order: California State Workers to Be in the Office at Least Four Days a Week Starting July 1

On March 3, 2025, California Governor Gavin Newsom, in Sacramento, the state capital in Sacramento County, California, signed Executive Order N-22-25, directing agencies and departments under his authority that offer telework to implement a hybrid telework policy with a default minimum of four in-person days per work week, effective July 1, 2025.
The order states that as of January 2025, California had more than 224,000 full-time employees. The administration's previous expectation for agencies offering telework had been at least two in-person days per week. The order set the July 1 effective date to allow agencies to review their operational needs, give affected employees time to adjust, and align the change with the start of the fiscal year.
In a letter to all state employees issued the same day, Newsom said that working together in person fosters more substantial relationships, enhances communication, and promotes creativity, and that more robust mentoring for newer employees is essential to develop the next generation of public servants. He said the decision was grounded in a belief in the power of teamwork.
The order preserves case-by-case exceptions: agencies must consider their individual operational needs in determining whether to offer telework, and consider employee requests for more than one telework day per week on a case-by-case basis, while existing procedures for flexible schedules and reasonable accommodations remain available. The California Department of Human Resources (CalHR) was directed to publish statewide guidance by March 13, 2025, to assist agencies with case-by-case exceptions.
Newsom wrote that California has long embraced family-friendly employment policies, including procedures to request flexible work schedules and individualized reasonable accommodations, and that those processes will continue. He said his administration is committed to supporting employees through the transition.
