On March 11, 2025, delegations from the United States and Ukraine met in Jeddah, Saudi Arabia, under the hospitality of Crown Prince Mohammed bin Salman. A joint statement issued after the meeting said the two countries had taken important steps toward restoring a durable peace for Ukraine.

The two sides celebrated the bravery of the Ukrainian people in defending their nation and agreed that now is the time to begin a process toward a lasting peace. The Ukrainian delegation reiterated the deep gratitude of the Ukrainian people to President Trump, the United States Congress, and the American people for their support.

Ukraine expressed readiness to accept the proposal put forward by the United States to immediately enact a 30-day interim ceasefire. The statement said the ceasefire could be extended by mutual agreement and was subject to acceptance and concurrent implementation by the Russian Federation. The United States would communicate to Russia that Russian reciprocity is the key to achieving peace.

The United States would immediately lift the pause on intelligence sharing and resume security assistance to Ukraine. The decision was announced together with Ukraine's acceptance of the interim ceasefire proposal and was one of the concrete arrangements set out by the United States in the joint statement.

The two delegations also discussed the importance of humanitarian relief efforts during such a ceasefire. The matters discussed included the exchange of prisoners of war, the release of detained civilians, and the return of forcibly transferred Ukrainian children, all listed as humanitarian matters to be addressed during the ceasefire.

The two sides agreed to name their negotiating teams and immediately begin negotiations aimed at achieving a lasting peace that would provide for Ukraine's long-term security. The United States committed to discussing these specific proposals with representatives of Russia. The Ukrainian delegation reiterated that European partners should be involved in the peace process.

In its scope, the joint statement covered a ceasefire arrangement, humanitarian relief, follow-on negotiations, and an economic agreement: Ukraine accepted the interim ceasefire proposal subject to Russian acceptance and concurrent implementation, the United States would resume intelligence sharing and security assistance, the two sides would name negotiating teams and immediately begin negotiations, and the two presidents agreed to conclude a comprehensive agreement on critical mineral resources as soon as possible.
