NY DFS and Wyoming Sign Crypto Oversight Pact

Thursday, October 1, 2026 · States · GSM News

[NEW YORK] The New York State Department of Financial Services (DFS) and the Wyoming Division of Banking signed a memorandum of understanding on October 1 to share information and coordinate examinations in cryptocurrency and digital-asset oversight, PYMNTS reported — the first formal pact between two of the most active states in digital-asset regulation.

Under the MOU, the two agencies will share examination findings on licensed firms, consumer complaint data and enforcement leads, and notify each other on oversight of crypto companies operating across state lines. New York is known for its stringent BitLicense regime, while Wyoming was among the first states to create a legal framework for digital-asset banks.

New York's top financial regulator said crypto assets move across state borders constantly and no single state has the full picture; cooperation helps close regulatory gaps and protect consumers. Wyoming officials said the pact should make multi-state operations smoother for compliant firms.

Industry analysts say that with federal digital-asset legislation still unsettled, interstate regulatory cooperation may become the norm. The agencies did not disclose the MOU's duration or review mechanism.
