Spanberger Releases 2026 Virginia Energy Plan

[RICHMOND] Virginia Gov. Abigail Spanberger formally released the 2026 Virginia Energy Plan on October 1, built around three pillars: grid reliability, electricity affordability and clean-energy deployment, according to the governor's official website.
The plan proposes faster permitting for transmission infrastructure, expanded storage and demand-response programs, and more transparent long-term resource planning from utilities. The governor's office cited surging data-center electricity demand as a key driver.
Environmental groups welcomed the clean-energy goals but urged a clear fossil-fuel phaseout timeline; business groups are watching the rate provisions closely. The governor's office said it will hold public hearings to gather input.
