Iowa Special Session Passes $1.36B in Tax Incentives; Gov. Reynolds Signs Same Day

Friday, October 2, 2026 · States · GSM News

Iowa lawmakers met in special session October 2 and passed a $1.36 billion tax-incentive package, signed into law the same day by Gov. Kim Reynolds, the Des Moines Register and the Associated Press reported.

The incentives aim to attract Mesabi Metallics' proposed $15 billion steel plant in Lee County, projected to create thousands of construction jobs and permanent positions — described by the state as one of the largest economic-development projects in Iowa history.

Supporters say the mill would revive manufacturing in southeast Iowa and reshape the region's industrial map; critics question lavishing massive tax breaks on a single company, warning of public money tilting too far toward big business. The governor's office said incentive payouts will be tied to actual investment and job targets, disbursed in phases.

Lee County, in southeastern Iowa, has historically been farm country. If built, the mill would be the region's largest industrial investment in decades. The state economic-development agency said environmental review and infrastructure work are already underway.
