Hawaii Wins Two Major Disaster Declarations for Hurricanes Lala and Lowell

HONOLULU — Governor Josh Green announced on October 8 that the President of the United States has approved two Major Disaster Declarations (MDD) for Hawaiʻi, unlocking FEMA Public Assistance funding for counties struck by hurricanes in August and September.
One declaration covers the City and County of Honolulu, Hawaiʻi County and Maui County for Hurricane Lala (August 14-16, 2026); the other covers Kauaʻi and Maui Counties for Hurricane Lowell (September 6-9, 2026). Both provide cost-shared funding, with the federal government covering at least 75%. "We will get at least a 75-25 split on the big damage that we had from those storms," Green said. "We fought hard for that and I am grateful because people around the state have worked very hard toward recovery from our multiple disasters this year."
Green requested the expedited MDD on September 9 immediately after Hurricane Lowell; he had previously obtained a Presidential Emergency Declaration after Hurricane Lala on August 22 to protect public health and safety and maintain essential services, granted August 25.
