Delaware Governor Vetoes Four Bills, Including Check on Emergency Powers

Delaware Governor Matt Meyer vetoed four bills on September 30, including a high-profile measure aimed at checking the governor's emergency powers, DelawareLive reported on October 1-2. The vetoes set up a potential override fight with the Democratic-controlled legislature.
The most contentious veto was of a bill that would have required legislative approval to extend a state of emergency beyond a set period — a direct response to debates over the scope of executive authority during the COVID-19 pandemic. Meyer said the bill would hamstring the state's ability to respond quickly to future crises.
The other three vetoes covered bills on procurement rules, a local zoning matter, and a technical tax provision. In his veto messages, Meyer said each bill contained flaws that would create unintended consequences or conflict with existing law.
Legislative leaders expressed disappointment, particularly over the emergency powers bill, which had bipartisan support. An override would require a three-fifths majority in both chambers. Lawmakers return to session with the vetoes expected to be a major topic.
