South Carolina Law Requires DMV Electronic Vehicle Titling by March 2027

COLUMBIA, S.C. — A new South Carolina law that took effect this week requires the state Department of Motor Vehicles to launch an electronic vehicle titling system by March 31, 2027, the Augusta Chronicle reported.

The law directs the DMV to modernize how vehicle titles are issued and transferred, moving South Carolina toward a fully electronic titling system. Dealers, lenders and vehicle owners are expected to benefit from faster processing, reduced paperwork and fewer trips to DMV offices once the system is operational.

The transition will require coordination with county offices, dealerships, banks and credit unions that handle liens. Electronic titling allows lienholders to hold titles digitally rather than managing paper documents, a change the industry has sought for years to reduce fraud and speed up transactions.

State officials acknowledged the March 2027 deadline is ambitious, given the scale of the technology overhaul and the need to train staff and external users. The DMV said it would issue progress updates as development milestones are reached.

South Carolina joins a growing number of states moving vehicle titling online as part of broader efforts to digitize government services and cut wait times. Lawmakers who backed the bill said the upgrade has been overdue and will bring the state's motor vehicle services in line with modern expectations.

The DMV said procurement for the system development contract is underway, with a vendor expected to be announced early next year.
