Oregon Recovers $32.8 Million for Consumers Since 2023, Kotek Announces

Oregon's Division of Financial Regulation has recovered more than $32.8 million for consumers since January 2023, Gov. Tina Kotek announced on October 8, the Daily Tidings reported.

The recoveries cover payments to people whose insurance claims were denied, who were overcharged, or who otherwise did not receive money owed to them by companies the division regulates — including insurers, lenders and other financial institutions. Nearly $4 million of the total was recovered in the first six months of 2026 alone ($3,889,996).

Examples from early 2026 include a $52,952 claim payment for a commercial truck coverage error, a $15,306.21 insurance payment for a hail-damaged roof, a $1,017 student loan overpayment refund and an $854 health-share premium refund. The division fielded 3,212 complaints in the first half of 2026 — 2,023 involving insurance, plus complaints about credit unions, mortgage servicers, student loans, securities and money transmitters.

"Oregonians work hard for every dollar they earn. When a company owes them money, they should get it — end of story," Kotek said. She also criticized the Trump administration's approach to federal consumer protections, saying Oregon would keep up its own advocacy.

The announcement also cited recent consumer-protection laws, including SB 605 (2025), which bars medical debt from credit scores, and HB 4116 (2026), which closed a loophole for high-interest out-of-state loans. Consumers seeking help can call the division's toll-free line at 1-888-877-4894.
