LA County to Bridge FEMA Disaster Case Management for Eaton and Palisades Survivors, Probes FAIR Plan Claims

Friday, October 9, 2026 · California · GSM News

Los Angeles County is working to keep the FEMA-funded Disaster Case Management Program from lapsing when its current funding expires on October 31. Backed by about $13 million in federal money (roughly $3 million disbursed so far), the program pairs survivors of the January 2025 Eaton and Palisades fires with one-on-one case managers who help them navigate rebuilding, temporary housing and assistance applications.

Supervisors Kathryn Barger and Lindsey Horvath say they will jointly bring a motion to the Board of Supervisors later this month for the county to front the money and keep services running until new federal funding arrives. According to figures cited by Rep. Judy Chu's office, the program has served more than 3,000 survivors and currently carries 1,288 active cases.

At the same time, Barger announced a county investigation into how the California FAIR Plan - the state's insurer of last resort for fire coverage, and the only option for many fire-zone homeowners - has handled wildfire claims, including delays and disputes over debris-removal costs. The FAIR Plan says it is reviewing the county counsel's letter and declined to comment for now.
