Former Ohio Doctor Convicted of Naturalization Fraud; USCIS Helped Investigate Case That Could Cost Him His Citizenship

Friday, October 9, 2026 · Federal · GSM News

U.S. Citizenship and Immigration Services (USCIS) announced on October 9 that a former Ohio physician has been convicted by a federal jury of naturalization fraud. The defendant, Yousif Abdulraouf Alhallaq, 47, of Canton, Ohio, was naturalized on May 4, 2018.

Prosecutors said Alhallaq answered "no" to the criminal-history questions on his Form N-400 naturalization application, concealing that in 2014 he had put abortion-inducing drugs in his girlfriend's oatmeal in an attempt to end her pregnancy. He had previously pleaded guilty in state court for that conduct and was sentenced to four years in prison.

The jury convicted him of naturalization fraud, which carries a maximum penalty of 10 years in federal prison; he also faces revocation of his U.S. citizenship. Sentencing is scheduled for January 19, 2027.

The case was investigated by USCIS together with Homeland Security Investigations (HSI) in Cleveland, and the U.S. Attorney's Office for the Northern District of Ohio announced the prosecution on October 8.
