Cuban Green-Card Holder Charged After Voting in Elections for 20 Years; USCIS Assisted the Case

Friday, October 9, 2026 · Federal · GSM News

U.S. Citizenship and Immigration Services (USCIS) announced in Kansas City, Missouri, on October 9 that Andrés Garcia, a 64-year-old citizen of Cuba and a U.S. lawful permanent resident, has been indicted on federal charges. Garcia was arrested on October 6 by Homeland Security Investigations (HSI), and USCIS assisted the investigation.

Prosecutors allege that Garcia registered to vote in Cass County, Missouri, beginning in 2004 and voted in at least 15 elections over 20 years, 13 of them federal. He is charged with two counts of voting by an alien, in the 2022 and 2024 elections; each count carries a maximum of one year in prison and a $100,000 fine.

U.S. Attorney R. Matthew Price announced the charges, saying the right to vote belongs to U.S. citizens and that noncitizen voting will be prosecuted. An indictment is only an allegation, and the defendant is presumed innocent unless proven guilty.
