Utah Launches Recovery Utah Initiative to Coordinate Addiction, Homelessness and Mental Health Response

Utah is tackling addiction, homelessness and serious mental illness as a single challenge. On September 21, Governor Spencer J. Cox signed Executive Order 2026-07 establishing the Recovery Utah Initiative, a statewide effort to coordinate the state's response across treatment, housing and behavioral health. The initiative sets several concrete goals: reducing drug deaths by 25%, reducing by 25% the share of people leaving state custody who enter homelessness, increasing inpatient beds for serious mental illness by 10%, and building 150,000 new housing units by 2029. The Utah Legislature has appropriated more than $40 million in 2026 to support the work. A new Recovery Utah Initiative Council brings together Utahns with lived experience of homelessness and addiction, along with leaders from state agencies, the private sector and faith organizations, to strengthen coordination across public health, public safety, education and economic opportunity. Governor Cox said recovery is a personal journey, but no one should have to walk it alone. For Chinese students, workers and families living in Utah, mental-health and addiction struggles are not distant issues: a coordinated state system means treatment and long-term support should be easier to find in a moment of crisis.
