Isaias Follow-Up: Energy Department Authorizes Emergency Exchange of Up to 4 Million Barrels From the Strategic Petroleum Reserve; ExxonMobil and BP to Take Up to 2 Million Each and Return Premium Barrels in 2027

Saturday, October 10, 2026 · Federal · GSM News

The fallout from Hurricane Isaias brought the first federal supply intervention on Saturday, Oct. 10, as the U.S. Department of Energy announced it has authorized an emergency exchange of up to 4 million barrels of crude oil from the Strategic Petroleum Reserve (SPR) to address supply disruptions caused by severe weather in the Gulf region. Energy Secretary Chris Wright said the department is acting swiftly to help maintain refinery operations, limit disruptions to fuel supplies, and keep energy affordable, reliable and secure for American families and businesses.

Under the terms, up to 2 million barrels each were authorized for ExxonMobil and BP America; ExxonMobil's exchange will accelerate deliveries of previously awarded SPR crude to meet immediate supply needs. An exchange is a loan rather than a sale: participating companies must return the borrowed crude in 2027 together with additional premium barrels. The Energy Department said the structure replenishes and strengthens the SPR at no additional cost to taxpayers, and Wright said Exxon and BP will return more barrels than are being withdrawn, saving taxpayers millions of dollars. The department said it will keep working with industry partners to support reliable fuel supplies and respond to hurricane-related disruptions.

Isaias made landfall near Destin, Florida, on the night of Oct. 9 as a Category 2 hurricane with winds near 105 mph — the first U.S. hurricane landfall in two years. GSM has reported at least four deaths, more than 600,000 outages across three states, and federal emergency aid approvals for Florida and Alabama. More than 426,000 Florida customers were still without power as of 3 p.m. ET Saturday, with restoration slowed by downed trees and debris, while refinery, pipeline and port operations along the Gulf Coast recover — the immediate backdrop for the reserve release.

For readers: SPR emergency exchanges are meant to prevent regional fuel shortages and price spikes, and should help stabilize crude supplies to Gulf Coast refineries in the near term. Southern California gas prices are mainly driven by West Coast refineries and local California factors, so there is no direct transmission, but sustained national supply tightness could still feed into prices indirectly. What to watch next: actual drawdown volumes and timing by the two companies, Gulf Coast refinery restart progress, and whether the Energy Department authorizes additional exchange volumes.
