Miami: U.S., Ukraine and European Negotiators Hold Six-Hour Talks on Unified Plan to End War
MIAMI — Miami is a city in Miami-Dade County, Florida. Negotiators from the United States, Ukraine and Europe held about six hours of talks in Miami, Florida, on October 10, aiming to agree on a unified proposal to end the war in Ukraine within the coming weeks so it can be presented to Russia in search of a breakthrough before winter, Reuters reported on October 10.
The U.S. side was represented by presidential envoy Steve Witkoff and presidential adviser Jared Kushner. Ukrainian President Volodymyr Zelensky confirmed that Kyiv's team included his chief of staff Kyrylo Budanov, Rustem Umerov, Sergiy Kyslytsya and David Arakhamia. Representatives from Europe and NATO also took part, with officials from the White House National Security Council and the Treasury Department attending.
The negotiators covered a lengthy list of topics, including a post-war package for Ukraine with security guarantees from the U.S. and Europe, a post-war economic recovery plan, and a pathway for Kyiv to join the European Union. On the sensitive issue of territory, the delegations discussed "some ideas," a person familiar with the talks said, declining to elaborate.
The talks came on the same day U.S. President Donald Trump said Russia had agreed to supply diesel to global markets to lower fuel prices, while Washington lifted some sanctions on Russian fuel. Zelensky criticized the move, saying his team was being used as a smokescreen. A day earlier, Secretary of State Marco Rubio had described the conflict as being at a "dangerous stalemate."
