Cyberattack Hits North Platte, Nebraska: Governor Declares Emergency, National Guard Cyber Team Deploys

Sunday, October 11, 2026 · States · GSM News

Nebraska Gov. Jim Pillen signed an emergency proclamation on Friday, October 9, following a cybersecurity incident affecting Lincoln County and the City of North Platte. The proclamation authorizes the adjutant general to deploy the Nebraska National Guard's Cyber Protection Team to support local jurisdictions in responding to the incident.

"This team has the knowledge and specialized training to deal with situations like this. They stand ready to support our local county and city officials in identifying the cause of this outage and addressing necessary remedies," Pillen said. The Nebraska Emergency Management Agency (NEMA) is coordinating with state and local partners to support the response and connect partners with resources and expertise as the situation evolves.

According to a local government press release, the breach had been contained, but disruptions to phone and internet services continued: some city phone lines and all Lincoln County phone lines were down. Phones at the North Platte Public Safety Building remained operational, while the Lincoln County Sheriff's Office phone lines were unavailable. Officials stressed that emergency services, including 911, remained operational; utility services, bill payments and financial systems were not affected, and city and county finances remained secure. No compromised information had been identified at the time of the announcement. Public transit continued operating, with its main phone line transferred to a cellphone, and officials asked the public for patience.

The authorization allows the Guard's cyber team to assist local officials but does not by itself confirm the team had already deployed. State and private-sector cybersecurity experts were assisting with the response. Officials said affected systems would be restored once investigators determined that no additional breaches remained and city and county systems were secure, with a follow-up announcement expected when services return to normal.

North Platte, the seat of Lincoln County in western Nebraska, turned to state-level cyber resources — a sign the incident exceeded local technical capacity. A cyberattack that knocks out a county's phone system and leaves the sheriff's office unreachable underscores, once again, how vulnerable the critical infrastructure of America's smaller cities remains to network intrusions.
