Texas Governor Announces Over $1.1 Million in Grants to Bexar County Courts Serving Veterans

AUSTIN, Texas — Governor Greg Abbott on October 10 announced four Fund for Veterans' Assistance (FVA) grants totaling more than $1.1 million for the Bexar County Commissioners Court and the Bexar County Misdemeanor Veterans Treatment Court, as part of the Texas Veterans Commission's (TVC) Grants Across Texas presentations.
Presented by the TVC, the funding will provide services to more than 450 justice-involved veterans in Bexar County — veterans who have come into contact with the criminal justice system and are working to get their lives back on track.
Veterans treatment courts are specialized dockets that divert eligible veteran defendants away from traditional prosecution and into supervised treatment, counseling, mentoring, and support services — addressing underlying issues such as post-traumatic stress, traumatic brain injury, or substance use that are often connected to their offenses. Bexar County, anchored by San Antonio — long known as "Military City USA" — is home to one of the largest veteran populations in the country, and its veterans courts have become a model for the state.
The grants come from the Fund for Veterans' Assistance, the state's main grant program for veteran-serving nonprofits, local governments, and organizations. Funding for the program is generated primarily by Texas Lottery Commission games designated for veteran support, with additional revenue from voluntary donation options on driver's licenses, licenses to carry a handgun, hunting and fishing licenses, and vehicle registrations.
The TVC awards FVA grants in five categories: General Assistance, Housing for Texas Heroes, Veterans Mental Health Grants, Veterans Treatment Courts, and Veteran County Service Officers. The grants announced for Bexar County fall under the Veterans Treatment Courts category, covering court operations as well as wraparound services for participants.
The Bexar County announcement is part of a much larger statewide effort. In past cycles, the governor's office has announced FVA grants across Texas — including more than $6 million to San Antonio-area veteran service organizations and over $7.7 million to organizations across South-Central Texas. In the 2024–2025 grant cycle, 181 grants totaling more than $44 million went to 161 organizations statewide, projected to provide direct services to more than 41,000 veterans, their dependents, and surviving spouses. Since 2009, more than $313 million has been awarded through over 1,400 FVA grants.
Veterans in need of assistance can find organizations providing help in their area at the Texas Veterans Commission's website, tvc.texas.gov. Organizations eligible for TVC grants are encouraged to apply during the annual grant application window.
