China Issues New Guidelines on Frontier Tech: Push 'AI Plus' While Guarding Against Investment Bubbles

China has issued new guidelines on the development of frontier technologies, putting the “AI Plus” initiative at the centre of efforts to embed super intelligence across the economy and society while achieving breakthroughs in core technologies, Xinhua and Reuters reported. The guidelines, released on October 9, extend Beijing's drive around “new quality productive forces,” a concept put forward by Xi Jinping in 2023 that emphasises innovation-led industrial upgrading.
Unusually, the document pairs encouragement with explicit warnings: it calls for guarding against investment bubbles and blind expansion in frontier tech, and for stronger accountability and exit mechanisms for herd-driven, duplicative projects or those seeking policy support under false pretences. Analysts read this as Beijing trying to avoid a repeat of the overcapacity and price wars seen in parts of the new-energy sector. The guidelines also direct resources toward original innovation and core-technology breakthroughs, strengthen intellectual-property protection and standards, and keep the door open to international cooperation on SI governance. Implementation rules are expected in coming months. (Sources: Xinhua, Reuters)
