Gov. Healey Urges No Vote on Cannabis Repeal Referendum; Poll Shows 71% of Voters Oppose

Massachusetts Gov. Maura Healey said on WCVB's "On the Record" on Oct. 4 that she will vote no on Question 8 in the Nov. 3 referendum and urged voters to do the same. Titled the Restore Reasonable Cannabis Policy Act, Question 8 would repeal the state's recreational cannabis retail sales and home-grow laws, leaving only the medical cannabis program, with an effective date of Jan. 1, 2028 under its own terms.
A University of New Hampshire Bay State Poll (Sept. 17–21) found 71% of Massachusetts voters plan to vote no on Question 8, with only 24% in favor. Massachusetts legalized recreational cannabis by referendum in 2016, and cumulative retail sales topped $10 billion in September 2026. According to the state's official voter guide, cannabis taxes brought the state about $280 million and local governments about $50 million in fiscal year 2025.
Healey said the cannabis industry is a major state industry: "We need to keep recreational cannabis in Massachusetts." Her Republican challenger Michael Minogue also believes "it is too late to repeal it now."
