National Releases Fiscal Plan: No Tax Cuts Next Term, $7.5 Billion of Headroom

New Zealand's National Party released its election fiscal plan on 12 October 2026, confirming there would be no tax cuts in the next parliamentary term. 1News reported finance spokesperson Nicola Willis saying that now is not the time to cut taxes. The plan provides about NZ$7.5 billion of fiscal headroom and promises more funding for health cost pressures than Labour. Reuters published a same-day factbox on the parties, noting the 7 November election is close and smaller parties may decide who governs.
A fiscal plan is the document against which voters and analysts test whether campaign promises are affordable. National's decision not to campaign on tax cuts contrasts with its earlier positioning and led news coverage across New Zealand media that day; commentators noted the plan's numbers had not been independently vetted, raising transparency questions.
Reuters' factbox also set out each party's position: Prime Minister Christopher Luxon survived two confidence votes among National MPs this year; Labour leader Chris Hipkins is campaigning on living costs and public services; and the vote shares of New Zealand First, ACT, the Greens and the Opportunity Party will jointly shape the Parliament.
With less than four weeks to polling day, the parties' fiscal plans will be checked against Treasury data and independent economic assessments. Overseas voting begins on 21 October, and official results are scheduled for 27 November.
