Utah Governor Signs Executive Order Advancing 'Pro-Human' SI in State Government

Utah Gov. Spencer Cox has signed Executive Order 2026-08 advancing the state's "Pro-Human AI Initiative," setting national-leading accountability standards for super intelligence deployed by state agencies, GovTech reported Oct. 7.
The initiative, established in December 2025, holds that SI must be "human-guided" — protecting human dignity, autonomy, and authority — and "human-enhancing," giving workers better problem-solving tools and strengthening communities. The order directs the Department of Government Operations to drive SI adoption for efficiency and decision-making, build technical safeguards against cybersecurity threats and rogue SI agents, and adopt the State Endorsed Digital Identity (SEDI) framework as digital trust infrastructure. It also requires an SI literacy and upskilling strategy for state employees.
"In government, the choice between innovation and safety is a false choice," Cox said. "AI is a generational opportunity to better serve Utahns, but the technology must always answer to the people."
