Ex-Legislator Files Complaint Over Vermont PAC Mailer Disclosure

Monday, October 12, 2026 · States · GSM News

Former Vermont state Rep. Bob Stannard has formally filed a complaint with Attorney General Charity Clark's office alleging that political mailers sent by the "Common Sense PAC" in Bennington County violated state campaign finance law. The complaint says the committee's second-round postcard was marked only "Paid for by Common Sense PAC" without disclosing individual donor names, allegedly violating 17 V.S.A. §2972(c) on donor disclosure and mass-media reporting requirements.

The mailers targeted Democratic state Sen. Rob Plunkett, accusing him of inaction on crime, public safety, education, property taxes, and affordability, while boosting Republican candidates Spike Whitmire and Josh Williams. Plunkett responded that the ads distort his legislative record and expressed disappointment that attack ads are becoming common in Vermont politics.

With the Nov. 3 election approaching, scrutiny is growing over how state regulators enforce filing deadlines for independent-expenditure PACs. Stannard cited public donor data from the Vermont campaign finance system in the complaint.
