D.C. Council Passes Bills Funding $300M Metro Upgrade for Stadium-Armory Station and New Gold Line Bus

The D.C. Council passed several emergency bills on Tuesday, October 6, to fund transit infrastructure and prepare transportation for the RFK Stadium complex.
One of the measures establishes a multi-year reimbursable agreement between the D.C. Department of Transportation and Metro. Under the agreement, Metro will get up to $300 million in capital funding to upgrade the Stadium-Armory Metro Station, with the goal of having the station ready in time for the stadium's projected opening in 2030.
A second bill provides $5 million to Metro for the first phase of the Gold Line, a new bus line designed to service the areas around the stadium.
A third bill passed by the council allocates funds for the city's overall share of Metro funding.
The Stadium-Armory station, where the Blue and Orange lines meet, is the main gateway to the RFK campus; the $300 million upgrade will be one of the largest renovations in the station's history. The Gold Line bus is an early investment to handle crowds once the new stadium opens in 2030.
RFK Stadium was the longtime home of Washington's football team before the franchise moved to Landover, Maryland, in 1997, after which the stadium sat largely idle. After Congress returned control of the campus to the District in 2025, the Bowser administration has pushed to redevelop it into a mixed-use district combining a new stadium with housing and retail. The final plan calls for up to 6,500 new homes and 287,000 square feet of retail space, which the administration calls a cornerstone of the East End's revival.
