Orange County and the City of Santa Ana have announced two service updates of direct use to residents. First, the Orange County Clerk-Recorder said on Oct. 7 that it will again partner with the California Secretary of State for a one-day Apostille Pop-Up Shop on Wednesday, Oct. 21, from 9 a.m. to 4 p.m. at County Administration South, 601 N. Ross St., Santa Ana, CA 92701, first floor, Room 103. An Apostille authenticates the signature of a California public official on documents for use outside the United States, commonly birth and marriage certificates, single-status certificates and educational records. Applicants must bring a document signed by a California public official or an original notarized or certified document — photocopies are not accepted — plus a completed request cover sheet. The Secretary of State will also offer in-person Domestic Partnership registration that day. This is the department's second pop-up this year, in a partnership now in its third year; Clerk-Recorder Hugh Nguyen said the event spares residents a trip to Los Angeles or mailing documents to Sacramento. The P4 parking lot at 630 N. Broadway St. offers 30 minutes of free parking. Second, the City of Santa Ana announced in its Oct. 2 COSAS newsletter that the Santa Ana Public Library's Main Library at 26 Civic Center Plaza will reopen with a ribbon-cutting ceremony at 11 a.m. on Saturday, Oct. 24, featuring music and dance performances and a magic show, after a two-year, $34 million modernization — the largest renovation of the building since it opened in 1960. The project adds a children's interactive learning area, reimagined Teen and Maker Spaces, an east patio with amphitheater seating and reading areas, an expanded History Room, restoration of the Italian marble facade and upgraded mechanical, electrical and plumbing systems.
