Dallas Backs 'Vision 2036': Aiming to Double Downtown Population to 32,000

Tuesday, October 13, 2026 · City · GSM News

Dallas is a city in Dallas County, Texas. Downtown Dallas now has a deadline. City officials are backing Downtown Dallas Inc.'s 'Vision 2036' plan, which aims to double the downtown residential population from about 16,000 today to 32,000 by 2036, according to local reporting on Oct. 13. An Oct. 9 memo from the city manager's office listed the plan among the city's priorities.

The package includes three office-to-residential conversion projects, housing-development incentives, an expanded urban trail network, upgrades to the DART transit center and pedestrian corridors, and grants for vacant ground-floor retail space. The Harwood Street project already has $14.9 million in bond funding behind it. City officials say downtown must evolve from a traditional office district into a neighborhood where people live, work and spend around the clock.

The plan arrives amid real headwinds: AT&T has announced it will move its headquarters to Plano, the Neiman Marcus flagship downtown has closed, and the Mavericks and Stars plan to leave the American Airlines Center after the 2030-31 season. Downtown business and real-estate leaders welcomed the vision while noting that funding and follow-through will decide its fate.

Vision 2036 remains a planning initiative; its incentives and funding still require further City Council action, with phased implementation details expected in the coming months.
