NANJING — Financial Secretary Paul Chan continued his Nanjing visit on October 13, attending the "Jiangsu–Hong Kong Partnership: Setting Sail Together" conference promoting support for enterprises going global, meeting Jiangsu provincial leaders and business representatives, and visiting a platform for the commercialisation of research outcomes, as part of efforts to deepen Jiangsu–Hong Kong co-operation and help Mainland enterprises use Hong Kong to expand overseas. The delegation includes representatives from public organisations, innovation and technology parks, professional bodies and business sectors.

Addressing the conference, Mr Chan said this year marks the beginning of the National 15th Five-Year Plan period, and that through closer co-operation Jiangsu and Hong Kong can seize the opportunities of high-level opening up and turn them into tangible results for enterprises entering international markets. He urged Jiangsu enterprises to use Hong Kong as a base for planning their global expansion. He noted the solid foundation between the two places: Hong Kong is both Jiangsu's largest source of foreign investment and its largest destination for outward investment, and as of the end of September, 129 Jiangsu enterprises were listed in Hong Kong with a combined market capitalisation of about HK$1.44 trillion.

Hong Kong's strengths, he said, go beyond listings and fundraising to its concentration of international capital, financial institutions and professional talent, through which enterprises can connect with international investors and partners and broaden financing channels. On talent and innovation, the Government is taking forward the Northern Metropolis and university town developments to pool quality education and research resources from Hong Kong, the Mainland and overseas. He invited Jiangsu enterprises to visit Hong Kong and the Northern Metropolis, adding that in attracting enterprises the Government looks not only at investment scale but also at technological capability, innovation capacity and long-term contributions to Hong Kong's I&T ecosystem and talent development, and is willing to explore investment co-operation and support on land and taxation.

During the day, Mr Chan held a breakfast meeting with young Jiangsu entrepreneurs and attended a sharing session with Hong Kong business people operating in Jiangsu. In the afternoon the delegation visited the National Regional Technology Transfer & Transformation Centre for Higher Education Institutions (Jiangsu) and met officials from the centre and Nanjing's Jiangbei New Area, together with local industry representatives, to discuss two-way co-operation and more regular I&T collaboration mechanisms. In the evening, he called on Jiangsu Governor Liu Xiaotao to discuss deepening economic and trade co-operation and jointly supporting enterprises' overseas expansion. The trip also included a keynote speech by Mr Chan at Nanjing University on Hong Kong's economic development directions.

The delegation departed Hong Kong on October 12, with Deputy Financial Secretary Michael Wong acting as Financial Secretary during Mr Chan's absence, and was due to return on the afternoon of October 14. The Nanjing visit is the latest stop in the Government's outreach to Mainland provinces and cities promoting Hong Kong's platform functions, organised around three themes: enterprises going global, research commercialisation and talent exchange.
