Mamdani Orders First Full NYPD Use-of-Force Review in a Decade, Adds $2.6 Million for Oversight

New York City is located in New York State. Mayor Zohran Mamdani on Oct. 12 ordered the New York Police Department to begin the first comprehensive review of its use-of-force policies in a decade, and announced an additional $2.6 million for the city agencies that oversee the police. The announcement came a week after the officer involved in the fatal shooting of Queens teenager Win Rosario was allowed to retire ahead of a departmental disciplinary trial, drawing public attention.
City Hall said the review will cover the standards, reporting procedures and accountability mechanisms governing officers' use of force, with the goal of aligning police practice with the administration's public-safety commitments. Mamdani said in a statement that government must be held to the highest standard of accountability when it uses force. The added funding is intended to expand staffing and investigative capacity at the city's police-oversight bodies.
Critics questioned the timing and motive of the review, linking it to the handling of the Rosario case. The mayor's office denied any case-specific intent, calling the review part of a broader reform agenda whose findings and recommendations will be made public.
In March 2024, Rosario, a 19-year-old experiencing a mental-health crisis, called for help at his home and was fatally shot by responding officers — an incident that has remained central to New York's police-reform debate. The review's conclusions are expected to shape enforcement standards for tens of thousands of officers citywide.
City Hall said the review will be conducted jointly by the NYPD and the city's oversight bodies, with input from community organizations, civil-rights groups and officer representatives. Existing enforcement rules remain in force during the review. The mayor's office said the review's timetable and interim findings will be released publicly.
