Sherrill Joins 13-State Governors' Coalition to Push Lower Electricity Costs, PJM Reform

Tuesday, October 13, 2026 · States · GSM News

New Jersey Gov. Mikie Sherrill has joined governors from 12 other states and the mayor of Washington, D.C., to form a bipartisan coalition aimed at lowering electricity costs and giving states more influence over regional grid operator PJM Interconnection. The PJM Governors' Collaborative was announced at a summit in Chicago.

PJM oversees wholesale electricity transmission across 13 states and the District of Columbia and has faced mounting criticism over rising prices, delays in bringing new generation online and doubts about meeting growing demand. Under the governors' agreement, PJM's capacity auction costs rose 833% for the 2025-2026 delivery year compared with the previous auction.

Sherrill said the states face an energy affordability crisis that will take strong, coordinated action across state and party lines to lower costs and build a reliable grid. The coalition includes Democratic governors from New Jersey, Pennsylvania, Illinois, Maryland and Michigan, and Republican governors from Indiana, Ohio, Virginia and other states. Illinois Gov. J.B. Pritzker said states deserve a meaningful seat at the table where decisions affecting their residents are made.

The governors plan to develop common positions on energy policy, obtain independent technical assistance and coordinate their dealings with PJM and federal regulators.
