Pennsylvania Could Decide the House: Four Battleground Districts Test Shapiro's Coattails

Tuesday, October 13, 2026 · States · GSM News

Pennsylvania could be the whole ballgame for control of the U.S. House on election night, MS NOW reports: the state is home to four battleground House districts, and if Democrats flip them all, they are more likely than not to control the chamber next year. The results will also test the political clout of Democratic Gov. Josh Shapiro, who is running for re-election while speculation about a possible 2028 bid continues.

Shapiro debated his Republican challenger, state Treasurer Stacy Garrity, on Oct. 7. Asked whether he would commit to serving a full new term, he declined to do so, saying he is focused only on re-election and the midterms, and argued that Garrity had broken her own pledge to serve out her term as treasurer. Shapiro was vetted in the 2024 Democratic vice-presidential search and polls well ahead in his re-election race; former President Barack Obama endorsed him in a campaign video last week.

On the trail, Shapiro joined a canvass launch in Whitehall Township on Oct. 10 with state Sen. Nick Miller and several State House nominees, and campaigned at the University of Pennsylvania on Oct. 12.

Pennsylvania is one of the seven top battleground states in recent presidential cycles, and both parties are watching how the governor's race interacts with the House map. Voters decide both on Nov. 3. This report states the election facts without taking a political position.
