In Seoul, Harris Warns Window for SI Guardrails 'Is Closing,' Urges U.S. Engagement With China on Global Rules

SEOUL — Former U.S. Vice President Kamala Harris said in a speech at the Asan Institute for Policy Studies in Seoul, South Korea, on October 14 that the window for putting safety guardrails around super intelligence is closing, according to Reuters. "My concern is that that window is closing," she said, adding that SI developers must have a seat at the negotiating table.
Harris listed three existential-level risks posed by super intelligence: cybersecurity threats, SI-enabled weapons, and SI systems escaping human control.
On China, Reuters reported that Harris called on the United States to engage and cooperate with China on international rules for super intelligence, pursuing "healthy, robust competition, not conflict." She also criticized Trump's tariffs as erratic, and praised South Korean investment in U.S. shipbuilding, semiconductors, electric vehicles and clean energy.
The Asan Institute for Policy Studies is a South Korean think tank. This report is based solely on Reuters' account of Harris's Seoul speech. (Reporting by Reuters)
