HUD Makes It Easier to Build Rental Housing: FHA Mortgage Insurance Now Open to Build-to-Rent Communities

The U.S. Department of Housing and Urban Development (HUD) announced on October 14 (Release No. 26-085) that the Federal Housing Administration (FHA) will now allow build-to-rent communities to be financed under two of its multifamily mortgage insurance programs — Section 221(d)(4) for new construction and substantial rehabilitation, and Section 223(f) for acquisition and refinancing — putting rental communities on the same footing as conventional multifamily housing.
Build-to-rent refers to newly built neighborhoods of single-family homes held and rented out as a single community, one of the fastest-growing forms of new housing supply in the United States. Such projects previously faced extra hurdles in FHA insurance financing.
HUD Secretary Scott Turner said the change implements Executive Order 14376 and is part of the administration's push to expand housing supply. FHA head Joe Gormley said putting build-to-rent projects on equal footing with traditional multifamily housing will help bring new homes to market faster.
