North Dakota Announces 2027 Health Insurance Rates, With Approved Individual-Market Increases Averaging Up to 19%

Wednesday, October 14, 2026 · States · GSM News

North Dakota Insurance Commissioner Jon Godfread announced the approved premium rate changes for 2027 Affordable Care Act (ACA) plans on October 12 in Bismarck, according to the North Dakota Insurance & Securities Department. Residents enrolled in ACA individual and small-group plans will see higher rates in 2027, which the department attributed primarily to rising health care costs.

In the individual market, the approved average increases are 19.00% for Blue Cross Blue Shield of North Dakota, down from the 21.40% requested; 7.03% for Sanford Health Plan; and 13.27% for Medica Health Plan, down from the 17.01% requested. In the small-group market, the approved average increases are 11.28% for UnitedHealthcare Insurance Company, 9.50% for Blue Cross Blue Shield of North Dakota, 18.34% for Sanford Health Plan, and 17.49% for Medica Insurance Company, down from the 18.96% requested. State law requires insurers to submit rate filings to the department, and the commissioner may approve or adjust the requested rates. Godfread said the department reviewed insurers' financial condition, claims costs, administrative expenses and profit margins and reduced several of the requested increases for 2027, adding that families and small businesses are right to be frustrated by another increase and that higher hospital, medical service and prescription drug costs drive the cost of coverage.

Open enrollment for 2027 ACA plans runs from November 1 to January 15, and residents who enroll by December 15 will have coverage beginning January 1, the department said. Plans can be reviewed and purchased through Healthcare.gov or a licensed agent. Reporting by Valley News Live on the same announcement gave rate ranges consistent with the department's published table.
