Pennsylvania Begins Enforcing Removal of Unlicensed 'Skill Games' on October 14 After Supreme Court Ruling

Wednesday, October 14, 2026 · States · GSM News

Enforcement against 'skill game' machines in Pennsylvania began on October 14. The Pennsylvania Supreme Court ruled on June 15, 2026 that the touchscreen machines, which include an element of skill, are slot machines under the state's Gaming Act, and allowed a 120-day grace period that expired on October 13. On October 9, the court denied emergency requests to extend the stay to February 10, 2027.

According to Pennsylvania State Police guidance, from October 14 any unlicensed skill game outside a licensed casino or a qualifying licensed truck stop — including machines in bars, restaurants, gas stations, convenience stores and social clubs — is an illegal slot machine that police can seize. Simply turning a machine off or unplugging it is not enough; the machine must be physically removed from the property. Violations can bring first-degree misdemeanor charges, punishable by a maximum fine of $10,000 and up to five years in prison, as well as equipment seizure, and possible liquor license penalties for licensed premises. Lawmakers are continuing to work on legislation to regulate the machines.
