San Diego Reports Homelessness Update to Council: Shelter Capacity Nearly Doubled Since 2019

San Diego is a city in San Diego County, California. The City of San Diego, through its Inside San Diego news site, reported on October 13 that it presented an update on its homelessness response to the City Council this week. The city said its homelessness response capacity has nearly doubled since the launch of the Community Action Plan on Homelessness in 2019, with sheltering options and supportive housing up 91% since 2019 and the city's point-in-time homelessness count down 13.5%.

According to the update, the current fiscal year has seen a 5% to 9% increase in positive exits to housing from the city's sheltering programs. City officials said the investments are targeted and data-backed, including added resources for diversion and prevention.

The update also described a diversion partnership among the City, the San Diego Housing Commission and the Regional Task Force on Homelessness launched as operations wound down at the former Golden Hall shelter downtown, with a goal of 150 exits to permanent housing. Since November 2024, that initiative has recorded 154 individuals exiting to permanent housing, the city said. Sarah Jarman, director of the city's Homelessness Strategies and Solutions Department, told the Council that diversion is not the right intervention for everyone and that the city is building a system intended to match interventions to individual circumstances.
