East Palestine First Responder Training Center Unveils Designs; Norfolk Southern Donates Rail Cars and $20 Million

Ohio Governor Mike DeWine's office announced new progress on the East Palestine first responder training center — the YSU RAPID Center, developed with Youngstown State University — unveiling concept renderings and the facility's layout. Norfolk Southern will donate four rail cars and provide a $20 million grant toward the center.
The center grew out of DeWine's proposal after the February 2023 Norfolk Southern derailment in East Palestine. Built in partnership with Youngstown State University, it will host higher education in fire science and public safety as well as workforce programs. Local emergency agencies will have free, priority access to the facility.
