MANILA — The Presidential Anti-Organized Crime Commission (PAOCC) and the Criminal Investigation and Detection Group's National Capital Region field unit arrested Chinese national Huang Mingmin in a joint operation at the K1 Center Building in Barangay Tambo, Parañaque City, in the early hours of October 9. PAOCC said sustained surveillance and intelligence work led officers to the building where Huang had been hiding, and that he was taken into custody at about 12:30 a.m.

PAOCC said Huang used multiple aliases — Yang Bin, Sy Wang and A Bao — to conceal his identity, and linked him to illegal Philippine offshore gaming operator (POGO) hubs in Bamban, Tarlac (Zun Yuan Technology) and Porac, Pampanga (Lucky South 99), alleging he played a key role in facilitating and providing logistical support for the hubs' operations.

Court records identify the alias Yang Bin as a person in control of premises covered by search warrants issued by a Malolos City, Bulacan court in connection with alleged serious illegal detention and violations of the Expanded Anti-Trafficking in Persons Act, while the alias A Bao appears in arrest warrants arising from the Porac hub cases. The CIDG said Huang is the fourth to be arrested among 51 people indicted in the qualified trafficking case linked to Lucky South 99, in a complaint filed on June 7, 2024; a non-bailable warrant for qualified trafficking in persons was issued against him by the Angeles City Regional Trial Court Branch 118 on May 8, 2025, and the trafficking case is before a Pasig City court.

PAOCC further alleged that Huang owned real estate and fishing vessels on Jomalig Island and held business interests in Quezon province, including Mother's Wonderland and Sea Horizon Resort, where he was identified as an owner or stockholder. Huang is detained at the CIDG facility in Camp Crame, Quezon City, pending trial. PAOCC executive director Benjamin Acorda Jr. said the commission would continue working with law-enforcement agencies to investigate organized crime and human trafficking linked to illegal POGO operations.
