Alabama Names Travis Taylor as Its First Statewide Chief Resilience Officer

Thursday, October 15, 2026 · States · GSM News

Alabama Insurance Commissioner Mark Fowler announced on October 14 that Travis Taylor has been named the state's first statewide Chief Resilience Officer. Taylor will develop, implement and maintain a statewide resilience plan, coordinate the Alabama Resilience Council and conduct a comprehensive inventory of the state's resilience assets, among other duties set out in Act No. 2026-607.

Taylor currently directs the Alabama Department of Insurance's Office of Risk and Resilience and will continue in that role. Governor Kay Ivey created the Alabama Resilience Council in May 2023 by Executive Order 736; at the governor's request, the legislature passed a measure in its 2026 regular session to codify the council, which Ivey signed as Act No. 2026-607.

Fowler said that as a coastal state, Alabama knows resilience does not happen by accident, and that the council and Taylor's appointment continue the state's proactive approach of preparing before storms arrive to lessen damage to communities. He said Taylor's background makes him qualified to help Alabama become a more resilient state.
