New Hampshire Governor Announces Community College Promise Plan for Students From Families Earning Up to $100,000

Thursday, October 15, 2026 · States · GSM News

New Hampshire Governor Kelly Ayotte announced on October 14 that she intends to create a Community College Promise Program that would provide free tuition for New Hampshire students whose family income is up to $100,000, according to a release from the Community College System of New Hampshire (CCSNH).

A recent statewide survey conducted for CCSNH by the Granite State Poll found that residents value the community college system for career training, affordability and ease of access to higher education. Under the governor's proposed Promise Program, the $100,000 family-income threshold would determine eligibility for tuition-free attendance at the state's community colleges.

The governor's office has not yet released an implementation timetable or funding details, and the plan is expected to require work with the state legislature. The community college system operates campuses across New Hampshire providing workforce training and transfer education.
