Newsom Activates State Operations Center for Dangerous Fire Weather, Proclaims Emergency in Four SoCal Counties After Tropical Storm Rachel

Friday, October 16, 2026 · California · GSM News

California Governor Gavin Newsom announced on October 15 that he had activated the State Operations Center and convened the state's emergency management leadership in response to a round of dangerous fire weather, according to a release from the Governor's Office and the California Governor's Office of Emergency Services (Cal OES).

The same day, Newsom proclaimed a state of emergency in Imperial, Los Angeles, Orange and San Diego counties: Tropical Storm Rachel had brought strong winds and heavy rain to Southern California starting October 11, causing coastal erosion and multiple road closures. Under the proclamation, the state will provide assistance to affected areas under the California Disaster Assistance Act, and Newsom directed the California Department of Transportation (Caltrans) to seek federal emergency repair funding from the Federal Highway Administration (FHWA).

The Governor's Office issued two further announcements the same day: a state of emergency for the Dove Fire in Tuolumne County, which burned 226 acres and destroyed 12 structures, and an executive order for post-fire cleanup of the Gann Fire in Calaveras County, which burned 10,339 acres and destroyed more than 50 structures.
