Connecticut Puts $12.7 Million Into Home-Heating Aid; Windsor Locks Station Opens

Friday, October 16, 2026 · States · GSM News

Connecticut Gov. Ned Lamont's week-in-review release highlighted several developments. The state directed $12.7 million from its emergency fund to the Connecticut Energy Assistance Program (CEAP) for home-heating aid, as the Iran war disrupted international oil prices ahead of the heating season.

On transportation, the Windsor Locks train station opened, with Hartford Line and Amtrak service beginning Oct. 18.

On public safety, the state promoted Text-to-911 during Domestic Violence Awareness Month. On clean energy, the CHEAPR electric-vehicle rebate program raised its incentives, restoring the standard rebate to $1,500.
