Macau Fiscal Reserves Reach MOP701.2 Billion; 2025 Investment Income MOP20.6 Billion

Macau's fiscal reserves totalled MOP701.216 billion as of September 2026, comprising a basic reserve of MOP163.603 billion and an excess reserve of MOP537.613 billion, the Secretary for Economy and Finance told the Legislative Assembly when presenting the 2025 budget execution report.
According to the report, the government's general consolidated revenue in 2025 was MOP124.12 billion, up 6.9 percent from 2024, while general consolidated expenditure was MOP102.851 billion, up 5.0 percent, leaving a consolidated surplus of MOP21.269 billion. Spending under the Public Investment and Development Plan reached MOP17.842 billion, an execution rate of 90.1 percent.
Net financial investment income in 2025 was MOP20.608 billion, an increase of MOP3.793 billion from 2024, which the report attributed mainly to generally favourable global financial markets, with higher financial income and lower financial expenditure. Specific institutions recorded aggregate revenue of MOP39.76 billion and aggregate expenditure of MOP16.759 billion. With public finances remaining sound, the government in 2025 again paid a budget-surplus distribution of MOP7,000 to each eligible Macau resident under the non-mandatory central provident fund scheme.
